Please join the AMIA Nursing Informatics Working Group for the 4th Annual Nursing Informatics Symposium on Saturday, November 10, 2007. Consumer demand and national initiatives are prompting the development of Personal Health Records (PHRs). In order for PHRs to support patient centered care, nurses must leverage their role as patient advocates and partner with consumers to develop and implement useful, ethical and consumer focused PHRs.

This one-day symposium will bring PHR experts from across the country together with consumer advocates and leaders in nursing informatics to discuss the nurse consumer partnership.

Learning Objectives
By the end of the symposium, participants will be able to:

  1. Identify individual and national factors driving Personal Health Record (PHR) development
  2. Describe individual and national barriers to PHR adoption
  3. Identify the maximal role of nurses within consumer-clinician partnerships for PHRs
  4. Describe current nursing research and future directions for PHR development
Registration
The NI Symposium is offered as a full day pre-conference event to AMIA 2007 being held November 10-14.

Registration includes continental breakfast, coffee breaks, lunch and a post-symposium reception.

Early bird registration to the NI symposium is $315 for members, $350 for non-members and $275 for students.
Advance registration is $325 for members, $350 for non-members and $295 for students.

Keynote: Getting the Patient’s Brain in the Game - Consumers as the Transforming Force in Health Care

While the 90’s sought to leverage the rules of the game to manage care and especially costs, the last decade has sought, as an alternative approach for value creation, to mandate consumer skin in the game. However, the modest impact achieved to date by directly incenting and charging the consumer to more effectively participate in their own care has taxed conventional approaches for improvement and innovation. The next phase, securing brain in the game to position the patient at the center of their own care, will ultimately require further substantial and cross-cutting change. Of particular interest are the opportunities to enhance and extend the traditional nurse’s roles as patient advocate and the center of care communication. Ultimately this transformation’s success will hinge on the ability to support informed and activated patients/consumers/people in securing the right thing at the right time for the right person – themselves.

This panel of industry developers of Personal Health Records to consumers will briefly discuss their company and its business model, as well as the major features of their applications. In addition, they will describe trends that they believe will influence how personal health record applications will evolve to meet future needs of consumers. They will engage the audience in a discussion of major facilitators and barriers to use of PHRs among consumers.

Industry Standards: The Force Behind PHRs
Elaine A. Blechman, PhD, Professor, University of Colorado-Boulder, President, Prosocial Applications, Inc., Co-Chair, HITSP Consumer Empowerment Technical Committee

Dr. Blechman will discuss why HITSP’s development of interoperability standards for data exchange between consumers’ PHRs and providers’ EHRs promises better long-term care for 1 in 5 Americans with chronic conditions; and how long-term care consumers and their nurse (patient navigator) partners can employ consumer-controlled, interoperable PHRs to automate the coordination of known effective treatments and to avoid medical mistakes.

This session will provide an overview of the drivers and barriers of PHRs from a consumer perspective. The role of the advocacy groups in empowering consumers to lead the charge in controlling their health will be discussed.

This expert panel will discuss research initiatives related to collaborative use of PHRs with a focus on patient-clinician shared decision making and Electronic Health Records, PHR in transitions of care and funding opportunities for research in the area of PHR — specifically the $3.5-million Robert Wood Johnson Foundation Project HealthDesign Program designed to stimulate innovation in the development of personal health record systems.

Integration of the PHR into the Electronic Health Record - A Practical Perspective
Claudette DeLenardo, RN, MSN Director, E-Health Technologies, Grand River Hospital, Kitchener, Ontario

This session will provide an overview of the approach Grand River Hospital and University Health Network used to develop and implement a personal health record for patients diagnosed with chronic kidney disease focusing on integration points with the electronic health record. The role of patients and the multidisciplinary team in the development and implementation cycles will be discussed as well as issues raised with respect to privacy and security, medico-legal concerns and change management related to clinical practice.

Speaker Bios

Elaine A. Blechman, PhD
Professor, University of Colorado-Boulder, President, Prosocial Applications, Inc., Co-Chair, HITSP Consumer Empowerment Technical Committee

Elaine A. Blechman received her Ph.D. in social and clinical psychology from UCLA in 1971. She is currently a Professor of Psychology at University of Colorado-Boulder .

She is active in setting standards for consumers’ use of health information technology and serves as co-chair of the consumer empowerment technical committee of the ANSI/HIMSS Health Information Technology Standards panel. With colleagues at several universities and medical centers, Dr. Blechman is investigating how an unbound PHR system can improve quality, access, and efficiency of long-term health care.

Patricia Flatley Brennan, RN, PhD
Moehlman-Bascom Professor of Nursing and Engineering, University of Wisconsin-Madison

Patricia Flatley Brennan, RN, PhD, is the Lillian L. Moehlman Bascom Professor, School of Nursing and College of Engineering, University of Wisconsin-Madison, Madison, Wisconsin. Currently Chair of the Department of Industrial and Systems Engineering in the College of Engineering, Dr. Brennan received a Masters of Science in Nursing from the University of Pennsylvania and a PhD in Industrial Engineering from the University of Wisconsin-Madison.

Dr. Brennan is National Program Director of Project HealthDesign, a RWJ- funded initiative designed to stimulate the next generation of personal health records. A fellow of both the American Academy of Nursing (1991) and the American College of Medical Informatics (1993), Dr. Brennan was elected to the Institute of Medicine in 2002.

Jill Burrington-Brown, MS, RHIA
Manager of Professional Practice Resources, AHIMA

Jill Burrington-Brown, MS, RHIA, FAHIMA, is Manager of Professional Practice Resources at the American Health Information Management Association (AHIMA). In her role, Burrington-Brown provides professional expertise to AHIMA members, the media, and outside organizations on health information management (HIM) practice through articles, publications, and presentations.
Burrington-Brown has been actively involved as a volunteer in the HIM profession on both the national and state level. She also served as president of the Washington State Health Information Management Association (WSHIMA). In 2006, she received the WSHIMA Professional Achievement Award.

Burrington-Brown received a bachelor of science degree in Health Information Services from Seattle University, and holds a master of science degree in Allied Medical Professions/Biomedical Computers from Ohio State University.

Claudette DeLenardo, RN, MSN
Director, E-Health Technologies
Grand River Hospital, Kitchener, Ontario

Claudette DeLenardo, RN, MSN is the Director, e-Health Technologies at the Grand River Hospital, Kitchener, Ontario. Claudette obtained her Bachelor of Science in Nursing from Laurentian University and Master of Science in Nursing at the University of Phoenix. She has worked in health care in both acute and non-acute settings and has been involved in the development and application of patient portal technologies since 2003.

Claudette is actively involved in the industry and was the recipient of a 2004 Healthcare Informatics, IT Innovator Award. Claudette is a member of the Canadian College of Health Service Executives and is actively involved in the Registered Nurses Association of Ontario.

Tom Jones, MD
Chief Medical Officer, Tolven Health

Following his graduation from Stanford University School of Medicine, Dr. Jones spent 26 years at the University of Chicago. As part of the development of the infrastructure for primary care education and clinical activity, Dr. Jones and his colleagues in the Department of Medicine developed the Centennial Patient Care Workstation, a model for allowing clinicians to enjoy the benefits of new information technology.
Dr. Jones has worked at many industry leading technology organizations such as Oacis and Oracle. Dr. Jones is the past Chair of the Technical Committee for the Interoperability Consortium (IC) and is currently the Chief Medical Officer in Tolven, Inc, a start-up company dedicated to furthering the development and use of open source software for health care.

Deborah Lewis, RN, EdD
Associate Professor, Slippery Rock University

Dr. Deborah Lewis serves as an Associate Professor of Nursing at Slippery Rock University of Pennsylvania. Her scholarly work has been directed toward consumer health informatics with a focus on the delivery of computer-based assessment and the design of consumer health websites.

Omid Moghadam
Director of Personal Health Record Programs, Intel and Executive Director, Dossia

Omid Moghadam is the Founder and Executive Director of Dossia Corporation (www.dossia.org), and the Director of Personal Health Records Programs at Intel Corporation. Dossia is a not for profit corporation funded by a consortium of large employers to create a viable national public utility for creation of independent life-long health records and the supporting ecosystem. Mr. Moghadam has held various technical and business management roles at leading industry organizations such as Eastman Kodak and American Management Systems.
An expert in medical imaging, Mr. Moghadam holds bachelors and masters degrees in electrical engineering, as well as an MBA in finance.
A prolific inventor, he holds 46 patents, and has received the honor of being named an Eastman distinguished inventor.

Cornelia M. Ruland, RN, PhD
Director for the Center for Shared Decision Making and Nursing Research, Rikshospitalet-Radiumhospitalet Medical Center and Professor, University of Oslo

Cornelia M. Ruland, RN, PhD is the Director for the Center for Shared Decision Making and Nursing Research at Rikshospitalet- Medical Center and a Professor at the University of Oslo, Norway. She also holds an adjunct faculty position at the Department of Biomedical Informatics at Columbia University, New York, USA. Her main program of research is devoted to developing health information technologies for shared decision making and patient-provider communication to improve patient care quality and patient outcomes.

Katie Siek, PhD
Assistant Professor, Department of Computer Science, University of Colorado at Boulder

Katie A. Siek is an Assistant Professor in the Department of Computer Science at the University of Colorado at Boulder. Her primary research interests are in human computer interaction, medical informatics, and ubiquitous computing. Dr. Siek is currently working on a Personal Health Record (PHR) system for older adults during transitions of care (Robert Wood Johnson Foundation Project HealthDesign) and mobile applications to help underserved groups better understand their personal nutritional and health needs. She holds a B.S. in computer science from Eckerd College and a M.S. and Ph.D. in computer science from Indiana University.

Paul J. Wallace, MD
Medical Director for Health and Productivity Management Programs
Senior Advisor, The Care Management Institute and Avivia, The Permanente Federation

Paul Wallace, MD, is an active participant, program leader and perpetual student in clinical quality improvement, especially in the areas of performance measurement, evidence based medicine and disease management. As Medical Director for Health and Productivity Management Programs in Kaiser Permanente’s national Permanente Federation, he now leads work to extend KP’s experience with population-based care to further develop and integrate wellness, health maintenance, and productivity enhancement interventions.
He is currently a member of the Institute of Medicine Board on Population Health and Public Health Practice, and the Committee on Performance Measurement for NCQA. He has held numerous other prestigious board member positions for AHRQ, CMS and DMAA.

Julie Wolter MA, RHIA
Assistant Professor, Department of Health Informatics & Information

Management, Saint Louis University Julie has over 20 years experience in the health information management profession in education and acute care settings. Currently, Julie is the President of the Missouri Health Information Management Association (MHIMA), a Board member of the Foundation on Research and Education (FORE) for the America Health Information Management Association (AHIMA), member of the Personal Health Record (PHR) Practice Council of AHIMA, member of the US Surgeon General’s Family Health History Initiative and a member of e-Health Initiatives Blueprint for Health IT – Engaging Consumers in Health IT.

Rita Zielstorff, RN, MS
PriceWaterhouseCoopers, LLC

Rita Zielstorff has over 35 years’ experience with clinical information systems, with a focus in medical, nursing and patient/consumer computing in both community-based and inpatient environments. She is currently a Manager at PricewaterhouseCoopers in the Digital Health Community™ group, part of the Health Industries Advisory practice, where she consults with clients in the strategic use of information technology to improve quality of patient care. Ms. Zielstorff has over 70 publications in the field of clinical informatics. She has a Master’s degree in Nursing from Boston University, and is an elected Fellow of both the American College of Medical Informatics and the American Academy of Nursing.
